Q. You use this card's back side to attack and use 1 Battle Card from your hand in a combo when you have 19 cards in your Drop. Does this card get +20000 power from its [Permanent] skill at such times?
A. No, it doesn't. A Battle Card from a Combo Area is placed into the Drop during the Battle End Step.
